[MC-86748] Command block minecarts do not have new modes

It seems like when making the changes to command blocks, the developers forgot about the command block minecarts: The new modes can't be set on it. I understand that Chain probably wouldn't make sense for a command block minecart (though maybe it could work) but Repeat should at least work.

Command block minecarts render fine for me. As for the modes, chain mode doesn't make sense, and command block minecarts already repeat their commands when activated.

Confirmed for the end only, possibly due to it being dark there, but it shouldn't happen with night vision on.

Removed the render bug.

For the future: Please put only one bug report in each ticket. It is very difficult to keep track of bugs when they are not in their own tickets, and it is easier for you to make multiple tickets than for the mods to separate them.
