[MC-87495] Using shield will reset weapon cooldown

steps to reproduce:
1. put a shield in your offhand slot.
2. attack with an axe, then right click with the shield immediately. Then, attacking does full damage to any mob/player before the attack cooldown ends.

Is this still a concern in the current Minecraft Snapshot 15w44b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
