A comparator connected to a chain command block will not activate when a clear command is run

Placed Impluse CB with button
Placed Chain CB after Impulse with clear @p command
Placed comparator off of the Chain CB
Put items into my inventory
Pressed button and comparator lit up.
Comparator did not light up when I had no items.
If you're running the Chain CB off of a Repeating CB, I bet you're having the same issue as MC-87915
