[MC-88568] Give command doesn't work on servers!

When using /give in command blocks sometimes it give you the item and sometimes it doesn't but when it does or doesn't the item appers on the ground like it has been dropped. Happens more with nbt using commands.

Is this still an issue in 15w44b? If so, please explain the issue in detail and provide steps to reproduce it. Please also update the list of affected versions.
