[MC-88633] Enchanting(lapis lazuli)

Enchanted a book, but lapis lazuli didn't disappear after enchanting. Also it was possible to enchant without even using the lapis lazuli

Do you use Creative Mode?

Ticket resolved as incomplete, because no answer in a reasonable amount of time (1+ year), if it still happens, please update the ticket.
