In a large ocean biome, I found 6 skeleton-horse traps floating in the water during a single thunderstorm. This seems to be inconsistent with the published probability.
Furthermore, it's too easy to defeat the "four horsemen" when the trap is in the water. After they spawn from the lightning strike, the horses will forcibly dismount their riders, due to the water depth. Maybe skeleton traps shouldn't spawn in/over water blocks.

I can confirm this in SMP, I had 4 horsemen spawn immediately (close strike) and while fleeing I tripped 4 more 'traps' to have 20 horsemen on me at once. This seems a tad excessive given the fact that this is suppose to be an extremely rare occurrence. The multiple traps occur with every thunderstorm and just about every lightning strike to the point to where I have now collected in the near 50+ skele horses (which is now the dominant species of horse on our server - do not think this is suppose to be the case for an extremely rare occurence)
can confirm overabundance of skeleton traps when surrounded by an ocean biome.
