[MC-89903] Upside down stairs don't make corner stairs correctly

It seems only the texture is wrong as you collide with it properly.

To recreate:
1. Place an upside down stairs block.
2. Place an upside down stairs block perpendicular to the first block.

Cannot reproduce. Does this also happen on newly created worlds? Please attach two screenshots with your crosshair on the affected stair blocks with the debug menu (F3) open.
