[MC-90318] Cannot summon mobs Riding on or with armor equipped

This snapshot somehow can't let me make mobs riding others, or summon mobs with armor and weapons. In the past snapshots it was working well.
Has the command changed or is this an actual bug?

Using the same exact old ones,
/summon Skeleton ~ ~ ~ {Riding:{id:"Skeleton"}}
,
/summon Skeleton ~ ~ ~ {Absorption:50,CustomName:Purple-Minion,Equipment:[{id:272},{id:301,tag:{display:}},{id:300,tag:{display:}},{id:299,tag:{display:}},{id:298,tag:{display:}}],PersistenceRequired:1}
Everything in the second command works, but not the armor, armor is leather armor colored purple, I tried with others, still no hope, not even it's sword.
In the old version 1.8 it was working fine...

The Riding and Equipment tags have been deprecated.
