[MC-90673] Ageless Frosted Ice

For some reason, after a while the frost_walker enchantment generates frosted ice, but that ice doesn't age. While this may be useful to some, it is also worrying.

turn randomTickSpeed to 1 or higher (3 is default in minecraft itself)
