while riding in a minecart the world does not load even after pressing F3+a

I updated a world from 1.8 to snapshot 15w45a now I can't use my rail way
(the issue also happens on newly created worlds). pressing F3+ a does not solve the issue. also if you continue into the unload chunks while in the mine cart you get stuck and can not get out unless you reload the world
