[MC-92223] Tipped arrows doesn't count correctly

If you make Y type tipped arrow after making Z type tipped arrow in survival, it doesn't give Y type tipped arrow. and it doesn't count at all.

Is this still an issue in 15w45a? If so, please explain the issue in detail and provide steps to reproduce it. Please also update the list of affected versions.
