Frost walker not working properly?

Was testing out frost walker enchantment, the ice isn't breaking down? I mean, the ice isn't disappearing like it usually would, you'd have to break it.

@ @unknown: If you experienced this at night, than this isn't a bug and should be resolved as WAI.
