[MC-94564] Sideways pistons don't pop off blocks when extending

To reproduce:

1. Place sideways piston
2. Place flower pot on top
3. Power piston
4. Observe the flower pot stay put
5. Place block next to flower pot without unpowering piston
6. Observe the flower pot pop off

Just a question, are flower pots or other stuff allowed to be placed on extended pistons?

You can place them on the top of extended upwards/downwards pistons, but sideways pistons only allow placement in their retracted state.
