Fishing enchants are not working in the way it states they do on the wiki in the newest snapshot of Minecraft. I have a fishing rod with LOTS III and Lure III and the wiki states that I have a 0% chance to catch junk, but I still catch junk.

Luck of the Sea decreases the chance to fish junk and increases the chance to fish a treasure but it doesn't set the chance to 0%

Decreases odds of catching worthless junk
Lowers chance of "junk" catches by 2.5% per level, and increases chance of "treasure" catches by 1% per level.
Checking the latest snapshot's source, the wiki may be outdated, but either way the chance of junk does not reach 0%. If I'm reading the source correctly, only Luck of the Sea modifies loot chances on top of the player's "generic.luck" attribute, with Lure no longer modifying chances.
Unmodified chances are: 10.000% junk, 5.000% treasure, and 85.000% fish.
Luck of the Sea III chances: 4.124% junk, 11.340% treasure, and 84.536% fish.
With each enchantment level decreasing junk chances by ~2%, increasing treasure chances by ~2%, and decreasing fish chances by ~0.15%.
You would need Luck of the Sea V to reduce junk chances to 0%.
It's not just Luck of The Sea 3; It's Luck of The Sea 3 AND Lure 3, The wiki clearly states that I should have a 0% chance to catch junk when BOTH are on one fishing rod, and I have a fishing rod with both of them on it, but I still catch junk when I'm using it, here is a Copy-Pasted section from the fishing page of the official Minecraft wiki that states the chances to catch junk:

Up top it lists all of the overall chances to catch junk with a fishing rod from un-enchanted to LOTS and Lure 3 (though it doesn't directly state the level of LOTS) and it says that I should have an overall 0% chance to get any junk from fishing, but I still do, it is a valid bug, just fish for a while with a LOTS 3 & Lure 3 fishing rod in 15w51b and it will happen, though it is quite rare to catch junk, I was looking forward to never catching junk again, and was disappointed.
I made absolutely certain I was right BEFORE I posted that it was a bug here. Also one of my friends told me this was posted on this site somewhere but I can't find it, I don't catch 10 ink-sacs at a time like your supposed to, I only get 1. And I know this is a bug cause I get 10 at a time in 1.8.8.
The inc sacks issue was already reported, can't look it up now tho, they changed the count to 1, but multiplied the chance by 10

It's not just Luck of The Sea 3; It's Luck of The Sea 3 AND Lure 3
What I'm saying is it's now only Luck of the Sea. Lure does not change loot chances anymore. Your report is for 15w41b, so whatever the wiki is stating is out of date, especially due to the introduction of loot tables. It's possible Lure was taken out of the equation because of the limitations of loot tables, in that it cannot modify the chances of specific entries in two different directions (increase/decrease & decrease/decrease) while leaving the others untouched as it did before loot tables were added.
If you need video evidence I can get it, but it will be buggy
