I was trying to build an end portal in creative and used the usual method. When I completed the portal frame and placed in the eyes of ender, the portal was not activated.
Instead, ender portals with frames placed facing the opposite direction (manually placed by walking around the portal in a circle) will "activate" by placing 3 brick blocks instead of 9 end portal blocks as shown in the attached screenshots.

I went to a normal End Portal from a stronghold in 16w02a and it wouldn't activate when I inserted all the Eye of Ender.
All I can say is: this must be fixed.
This happened to me with a naturally generated Ender Portal in 16w02a.

Edit: I was in creative mode when I placed the Ender Eyes. Not sure if it would have made a difference if I were in survial mode.
That's what you have to do to get the bricks. I assume they were messing with block states or end portal frame detection, switched up the directions and were using brick blocks instead of end portal blocks so successful activations wouldn't teleport them away from their testing environment.
Usually, to get a functioning end portal, you have to place the frames from the inside.
ok, now I get the bricks too indeed (perhaps worth mentioning this in the description too?) (they always appear on the x+ z+ side of the portal BTW, no matter what eye you place in last)
Confirmed: activating portal doesn't work. Building portal with portal frame blocks oriented backwards produced 3 brick blocks.
