While flying around in the water, the water screen appeared while my head was not underwater.
What I expected to happen was...:
When flying around near the water, my screen would be normal.
What actually happened was...:
Instead, the water screen appeared and therefore my view was blocked.
Steps to Reproduce:
1. Go to a body of water (ocean, river etc)
2. Teleport to y=61.3678
3. The water screen appears if you look between (x,14.1) and (x,-90) in 1.8.9 and (x,-6.9) and (x,90) in 16w02a.

That's because water has multiple heights, in a way your eyes are in the water: the block it occupies, and water can occupy the full block, so that it appears when in that 1 pixel hight, is likely unfixable without breaking it on other hights

Caused by the fix of MC-1499.
The in-water / not-in-water threshold has gotten a little hysteresis to prevent flickering of the vision when walking / flying with eye level near the water surface.
Resolve forward to MC-166546.
