[MC-95962] End portal still won't activate

Portal won't activate in the Stronghold, but if I move away, it does...
This is the second Stronghold that I found. The first one is also active.
My world is created in snapshot 15w51b.

I can notice that in first image end portal frames are rotated wrong way. They are probably placed by player.
