Reverse Daylight Detector Not Emitting Full Redstone Signal

When the Daylight Sensor block is set to "Reverse" mode, it does not fully emit the full 15-block redstone strength when there is max moonlight. It maxes out at 11 blocks instead of 15. This happens for a daylight sensor with nothing above it except Air blocks and weather is not running.

Tested also with "Normal" mode on the Daylight Sensor and it is able to give the full 15-block redstone strength.

See attached picture for visual example using Redstone Lamps to represent the redstone strength and clock in hand. Note: Comparators used were not in the "on" position.

But seriously, just checking in on this defect. Can't at least get verified to be reproduced?

I can confirm that this happens, I just hope someone update the Confirmation Status and get this fixed!

Wait why is this intended?

This functionality is not working as intended unless you (moderator or developer) can provide specific game or patch notes that says a daylight sensor block set to "reverse" or "moon" mode does not output a full signal at midnight. This has worked in previous versions. So either the functionality was wrong then and you fixed it in 1.9 or something was broken in 1.9 and you are too lazy to fix it. Either way, show the documentation that proves this is "working as intended." I will post pictures of previous releases later today to prove you are wrong. Show me your proof.

Im still curious as to why. It doesn't seem like a sensible change, so surely there's a reason why it's not being fixed
