When I entered the end i noticed the ender dragon was frozen in the air. After about 5 seconds of it sitting there all of a sudden it just started flying around with incredibly speed before slowing to normal flight speed.

You experienced lag. This is normal. The server hung for a while, then it caught up and you saw all the activity of a few seconds at once.
