I do in chat 

/title @a subtitle {"text":"Hello"}

and the subtitle does not appear
if i do 

/title @a title {"text":"Hello"}

the game plays both the title and the subtitle

Yeah, but this is inconsistent with /title actionbar, which is independent. Why is subtitle tied to title but actionbar is independent?
