Mojang Note
Mojang is aware of a portion of our playerbase having issues with this. However, to track down the issue we would have to enable metric tracking to figure out where the issue originates from. This is currently not something that the Minecraft Launcher supports or is compliant with, and will not be added for 2020. Please consider possible workarounds for this problem meanwhile.

Hello, I encountered a problem:
The launcher can't download files from https://libraries.minecraft.net
So I tried to run latest version (1.15.1) from scratch, and when the launcher was downloading library files, it printed this error:

As for me, I am using ISP named MTS (russian: МТС), and my friend is using MGTS (russian: МГТС)
Also we found temporary solution:
When I tried to ping libraries.minecraft.net from cmd, it printed specific id of libraries.minecraft.net. And it also printed "timed out".
Then me and the friend tried to fix the issue and found the working ip: 13.33.101.157
So if you add line 13.33.101.157 libraries.minecraft.net to C:\Windows\System32\drivers\etc\hosts, connection will work (at least it still works).

Changing DNS to 1.1.1.1/1.0.01 helped me, other ones might also work

I had the sme problem, my internet connection was fine it just wouldn't connect to the libraries somehow. I finally managed to connect using a VPN.

I'm experiencing the exact same problem, but I'm not from Russia, I'm from México. What can I do to fix it?

Hello. I have same issue with connection timeout. None of workarounds are helping, Game updates, launcher and having dedicated server are literally not available for me. MC Tech support recommended me to write about it there. Is there any solution to this or game will stay unreachable until Russian network law will be shifted?

Could you answer few questions regarding this issue, it will help with the investigation:
Does this issue still occurs to you on newest version of Launcher?
Have you tried to install Launcher from the minecraft.net website?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Is your Windows up-to-date?
Do you use VPN or any of the incompatible software on machine you try to log-in?
Could you provide us with more in-depth repro steps?
If the issue still occurs, please, attach launcher_log.txt file which is necessary to find bug source.
