So I was trying to install minecraft to my D: drive instead of my C: drive so I did the logical thing and made new profile with the installation directory on the D: drive like so:
However I going crazy trying to find the jar as it is nowhere in the .minecraft folder specified:
More investigation lead to me finding the where on C: minecraft is by default and low and behold every time I try to install to D: even If I delete the entire folder it will always put the jar back here:

Minecraft game assets are always stored on %AppData%/.minecraft/
You could experiment with setting %AppData% on your computer to another drive. Be careful however, as this will impact other programs on your computer too.
I can understand how this works but how is this intended? It is intended to make it physically impossible to designate where to install the Minecraft executable without changing system variables? Pretty much a joke if your installer doesn't even do the most basic function an installer by allowing you to choose the directory you wish to install to.
Minecraft was never designed to be installable on a custom directory, it has been so since the start. Therefore it's not a bug, and this is the reason for closing this bug.
I agree with you however that the behavior is odd. If you'd like you can submit a feature request on aka.ms/mclauncher - we frequently go through user-submitted feedback.
The installation directory option only saves that specific installation in that directory. Stuff like assets and libraries and version .jar files are always saved in C;\Users\'user'\AppData\Roaming\.minecraft in Windows.
