This is despite them still being present on official Mojang web servers.
To test, check to make sure there are no 11w or 12w snapshots already in the .minecraft/versions directory (if there are, relocate them elsewhere and close and reopen the launcher). Then edit an instance and try to set its version to any snapshot beginning with 11w or 12w - none will be available for play.
Beta 1.8 and 1.9 prereleases are similarly affected.

The things that are missing here are .jsons, as there weren't any need for these at the time, but they could be easily created anyway for launcher use (the Minecraft Wiki contains links to working json files for such versions anyway on applicable version pages).

The reason for not providing old versions is that we've lost them over the years. If you are aware of us providing them on an official server then we can certainly look into providing them through the launcher.
