When you open a Patch Note, the Close button will already have the light grey circle around it that should appear only when hovering over the X, or pressing the X. If you click outside of the X, the circle will then disappear.

This is actually by design. Our accessibility guidelines state that the first element on the page should be the "selected" element, which in this case is the close button.
You can also notice that selected effect is not the same as the clicked effect, which has a slightly darker tone to it.
