Launcher can't load offline

When I downloaded the new launcher, I copied all the files from .minecraft to my USB flash drive including the new launcher. I then copied everything to my Dell Dimension XPS B600r and placed it in:
"G:\Documents and Settings\myusername\Application Data\.minecraft"
Do not comment on the directory or drive letter. G:\ has been the default drive since I ran Windows setup back in 2006, and this is the correct directory for Windows XP.

When I tried loading the launcher it gave this message:

Why is it trying to download this same file over and over while I'm offline? This computer isn't connected to the internet, so it saddens me that I can no longer play updated versions of minecraft.
The old launcher worked great, but now I can't play a newer version then 1.5.

You need to let Minecraft download once it's necessary files.

Why does it need to download again? I downloaded it on my other PC and transferred everything to my USB. How is it that this file wasn't transferred? This PC has been offline for 4 years and I got the old launcher to work this way. You sure there isn't a work-around?

Did you actually run Minecraft on the internet-connected computer before copying the files over? You have to get all the way to a world before it will download all of the necessary files. You should then be able to pack it all up and copy it to another computer.

Yes. I ran Minecraft on the internet-connected PC beforehand. I had been playing on that for about month before I decided to do the file copy. I had USB 1.0 so it took a while to complete though.

And the launcher.pack.lzma file is in the .minecraft folder? Thinking about it, I'm not sure how that part of the bootstrapping process is supposed to work in offline mode. What happens if you temporarily disable your internet connection on the other computer and run Minecraft there? If it works that way, it should be possible to copy it over and have it work on another computer...

I tried copying the file again and the launcher can load now. I think I need a new USB hub though because it sometimes disconnects from my computer for no reason at all. I guess during the transfer the file somehow got corrupt so it wasn't loading. I did however find a problem with the actual game now so I guess I'll need to start a new error report for that.
