I tried copying the file again and the launcher can load now. I think I need a new USB hub though because it sometimes disconnects from my computer for no reason at all. I guess during the transfer the file somehow got corrupt so it wasn't loading. I did however find a problem with the actual game now so I guess I'll need to start a new error report for that.

Yes. I ran Minecraft on the internet-connected PC beforehand. I had been playing on that for about month before I decided to do the file copy. I had USB 1.0 so it took a while to complete though.

Why does it need to download again? I downloaded it on my other PC and transferred everything to my USB. How is it that this file wasn't transferred? This PC has been offline for 4 years and I got the old launcher to work this way. You sure there isn't a work-around?
