After clicking the "Install" button, a non-clickable "Play" ("Играть") button appears.
I thought it was installing, just without a loading indicator, but I waited a very long time and in the end nothing happened, the launcher continued to be in this form without any changes (as shown in the pinned screenshot).
I tried these things in hopes of fixing it:
Clearing the token cache (Clean up cached account tokens).
Launcher reinstallation.
Installing all updates for my Windows 10
Installing the launcher from the Microsoft Store.
Restarting the PC.

Cancel your installation from the Launcher if you can. If you can't, just close the Launcher and go to the next step.
Go to the Microsoft Store application (https://aka.ms/MSStoreHome) - and go to Library and be sure you've cancelled all/any other installation attempts for this application.
You must install it on the C drive, so then you can navigate back to it (https://aka.ms/JavaBedrockEdition ) and click through to Bedrock or just click Install there and it should install Bedrock successfully via the Store.

Turns out I did indeed have an unfinished installation of Minecraft Bedrock in the Microsoft Store.
I canceled it and reinstalled it, it helped 👍
I'm not sure what I'm looking for when looking for unfinished installations. I'm not able to install through the store and the other buttons take me to the launcher that can't install bedrock edition. I keep trying to install everything in my C drive.

To get this to the right team, I need a feedback hub ticket logged, to help gathered additional system logs.
Type "feedback hub" in the search bar at the bottom left of your PC desktop
Open the feedback hub app
Title your feedback item something like "Minecraft Launcher: Failed to install Bedrock Edition" and submit
Now the installation can be done at any drive, also the installation of the Minecraft for Windows can be cancelled at any point from the Launcher or MS Store.
Setting the issue as "Awaiting response". Please, comment bellow if the issue has been fixed from your end.

Most likely the store is installing something else and this queue is never clearing for one reason or another.
1) Go to https://aka.ms/MSStoreHome
Click "Library" - check to see if anything else is installing. If so, it's fine to let it finish - but if it's never finishing then cancel it. It might be a hung process or something and needs to be re-initiated.
2) Another option is to logout of Store + Launcher & log back in.
3) Another option is to install & login to helper apps:

you might be more successful trying to install things via this Xbox app as well -it often works better for games.
4) If none of this helps, another option that's less likely to fix is to run wsreset if that doesn't solve - it might help: WindowsKey-R, type "Wsreset" and hit return. Resets Store.

MCL-21659 was closed as duplicate of this issue, but I cannot see any resolution for a problem mentioned there.
"You must install it on the C drive" is not a resolution, sorry.
@Artem Myagkov, i have this proplem. I tried install Minecraft Bedrock on Xbox app and i get error 0x8000000b.
0x8000000b is, I believe, an error relating to windows update. Are you able to run windows update successfully?
I have a similar issue: cannot install bedrock edition because it always stucks on 'Waiting on install' (greyed out, nothing happens.) I can install and launch the java edition though.
Attached the logfile. My launcher version is 2.5.9.
Tried these:
Update Windows (this also has errors and it cannot update itself fully)
Updating the Microsoft Store and get updates for everything inside the store
restart pc several times
uninstalling and reinstalling the launcher
wsreset
using xbox app instead of store

Most likely whatever is preventing you from being able to run your windows update is also preventing your Bedrock installation - hopefully installing one of the above will fix it.

I do not have Xbox Identity Provider or Xbox live in game experience and I cannot install them either. If I click on your link and then click on Get in Store App button on the website it launches the Store app and the outline of a window pops op for a second but after that nothing happens. The store app gets a taskbar icon but there is no visible running window on the screen. It seems it is stuck in a similar way as the Launcher is stuck when trying to install bedrock. Does the store app write a log somewhere?
