When I try to open the launcher (with shortcut) when an instance of Minecraft is already open, it just opens Minecraft. This didn't happen two weeks ago.

Which Minecraft version is open?
Please also uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall.
Restart your computer.
Are you logged in in both MS store and Launcher with the same MS account?
Have you tried signing out of all your Windows Apps, and the signing in again?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Please update Windows (check for updates regardless).
Have you tried to re-registering MS store as written here?
Please also install Xbox app, Xbox companion and Xbox identity provider and sign in with the same account that you are logged in on MS store and in Launcher.
Do you use VPN or any of the incompatible software on machine you try to log-in?
