When I click the skins tab for the first time after opening the launcher, it takes a long time to load and at the same time makes the launcher unresponsive until the skin tab loads, after that I can open the skins tab however many times I want without it freezing until I restart the launcher. This happens on every launcher start, doesn't happen if I revisit the tab without closing the launcher.

Also please uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall the Launcher.
Check also for Windows updates.
