Windows 7 Minecraft Launcher not working at all

On stock Windows 7 Home Premium, the Minecraft.exe downloaded from:

https://www.minecraft.net/en-us/download/alternative - Windows 7/8 (alternative)

fails with the message:

Couldn't load launcher core from ...\launcher.dll: LoadErrorNotPresent

(image attached). The Minecraft Launcher installed with the .msi installer also gives this error.

The launcher_log.txt is attached below. The error is:

NetQueue: Action failed with result "schannel: failed to receive handshake, SSL/TLS connection failed" (35)

The firewall was off and running it as administrator also didn't help.

In july 2022 it was working.

Hi there!
Have you tried deleting .minecraft folder (copy its content elsewhere before deletion) and then reinstall the Launcher?
Also, do you have any mods installed?
Also what Java you have installed?

Please try downloading the launcher .msi again for windows 7/8 and clicking the 'repair' option.

Do you think I didn't try that? And please do not flag this as "RESOLVED", because the windows 7 launcher is not working on a NEW STOCK WINDOWS 7 install, so it is obviously faulty, if you don't believe me, try it yourself. And I posted this before that other report, so WHY IS THIS A DUPLICATE?
