Potential Workaround
If you're using the Windows 7/8 launcher, a potential workaround may be to download the launcher .msi again and click the 'Repair' option.
If you're using the Microsoft Store launcher, a potential workaround may be to go to the Minecraft Launcher App Settings menu via Windows and click the "Repair" option.
Navigate to 'C:\Program Files (x86)\Minecraft Launcher\game' in File Explorer and remove the '.version' file. After this, close the launcher error window and try to reopen the launcher.
Upon launching the game, some users are faced with an error message stating
"Couldn't load launcher core from C:\Users\User\AppData\Local\Packages\Microsoft.4297127D64EC6_8wekyb3d8bbwe\LocalCache\Local\game\launcher.dll: LoadErrorNotPresent"
This was reported as fixed in MCL-11754 however appears to have resurfaced recently.

The potential workaround doesn't work for me

I am using Microsoft Store launcher, and the potential workaround doesn't really make sense because I can't open Microsoft Store launcher since it shows the error in question

How come nobody is assigned to this bug yet?
I reported this 1 month ago... still nothing.

This bug has been very irritating. I got around it last time by having my roommate install the launcher and his installation worked just fine. Mine don't, on any of my Windows 7 machines. It didn't work before on my Win 10 machine, but I just tried it again and the launcher successfully installed.
I went to try the current snapshot yesterday and it only shows me snapshots from months ago. Reinstalling the launcher restarted this headache all over again. Something isn't being allowed to download in the launcher, but not sure why. Java has TLS 1.2 and 1.3 enabled. Minecraft itself works perfectly fine.

Probably something with access to servers.

I am having the same problem on Windows 11, when trying to open the new launcher, I am getting the error message. Deleting the version file did not help.

We think we have an improvement for this in place - please try again.
Also, @unknown : We require TLS 1.2

If anybody still had this issue, please re-check with the latest Launcher update.
If issue still occurs, please send the precise message you see during failure (screenshot would be helpfull).
I'm on Windows 7 and it looks like the TLS connection fails every time. Maybe the game is trying to use TLS 1.3 and it doesn't work.
(Stupid) workaround - Download java 17, copy the launcher from another computer, copy the version folder from `.minecraft\versions\<version>` from another computer that has it, add the version in the launcher and configure it to use a custom java installation (it needs <java>/bin/javaw.exe). You may also need `.minecraft\assets\indexes\1.19.json`. And make a backup of it because the launcher tries to re-download and deletes it
