Hi. I got a bug that I can't play Minecraft because I got no versions in the Installations tab.
I tried to Unistall and reinstall, but that didn't work, I tried to make a versions folder, but didn't work either

I don't have newest version of the launcher, which is the newest version?

I tried to reinstall, I tried to make a versions folder in .minecraft folder, I tried to reinstall java, I tried to download the launcher on the original site and from the microsoft store and xbox app, but still nothing

I don't know why, but the left sidebar is not compatible with your main screen of the Launcher.
Also please answer few questions regarding this issue, it will help with the investigation:
Does this issue still occurs to you on newest version of Launcher?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Are your graphic card drivers up-to-date? Please check for updates regardless.
Could you provide us with more in-depth repro steps?
What I also suggest: disable all of the overlays like: Discord, Nvidia (or other graphic cards) overlay + be sure to turn off all of the program which can affect graphic settings like programs which read temperatures and cpu/gpu load.
