Have this in top right corner appear. Then close that window (while you have minecraft running), wait a bit, and start the launcher again. Message still appears in top right corner.

Could you answer few questions regarding this issue, it will help with the investigation:
Does this issue occur on the Windows 10/11 version of the Launcher or Legacy Launcher? Have you tried the other one?
Does this issue occur on the BETA version of the Launcher?
Is your Windows and associated apps (Xbox app, MS store) up-to-date (check for updates regardless)?
Could you please provie a Launcher_log file from your minecraft folder?
Please also uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall, restart your computer. Then please try to boot the Launcher.
Could you provide us with more in-depth repro steps?
