The installation selection goes down now for some reason, which makes the dropdown go off screen.
To select further down installations one now has to scroll the whole page, instead of scrolling in the dropdown like before.
If this change is intended, then it is inconsistent with the bedrock version selection dropdown, that still goes up.

The behavior likely is intentional on the Java part, as the initial state of the dropdown has an arrow dropping down before any action is done (the list of versions cascades downwards):
Whereas Bedrock edition also has the arrow pointing the same way in its initial state, so the inconsistency you described still exists, but the likely issue is that Bedrock’s dropdown menu isn’t correct:
