"PLAY" Button shows "Download <version>" even though only language files are re-downloaded

I got my launcher updated to the latest version when I found out that on the "PLAY" button 1.13 and all its development versions I had downloaded before required me to "download". I've checked the .minecraft folder and the versions are indeed there, but the button keeps requiring me to "Download xx".
However, the file which is re-downloaded is only realms-<version>.jar, which means only 1.13 stable version actually re-downloads something. Although the development versions also display "Download <version>", they don't re-download anything and act as usual when "PLAY" is pressed.


EDIT: What happens now is that only stable released versions (and not only 1.13) re-download, and what're redownloaded are their language files (xx-xx.json/lang).


EDIT 2: Now only new realms-<version>.jar is re-downloaded for stable versions.

Does it happen on every launch, or just the first time you launch the version after the update?

Every time I launch.

And this problem is specified to 1.13 and its development versions. I also have 1.12 but the launcher doesn't require me to re-download it.

Could you please attach your launcher_log.txt form your .minecraft folder after the launcher has redownloaded 1.13?

I believe I didn't make myself clear enough.

If I never re-download then any time I open the launcher the "PLAY" button asks me to re-download; but if I've re-downloaded last time, then when I open the launcher again it doesn't require me to re-download.
I use 18w06a to create this launcher log because I've re-downloaded 1.13 before and it's not required to be re-downloaded now.

The launcher has the capability to remove development versions if the official one was released.

This isn't reasonable by any means.
