By watching the video bellow you can see the pillagers that is following the leader is sometimes sprinting and randomly just stopping.

I am not seeing the problem in the video. I think the way the AI works, they speed up if they get too far away from the leader, and they stop if they get within a certain distance of the leader. With so many following one leader they are also going to get in each others way, which causes them to stop briefly. I actually think they are following the leader remarkably well in the video.
