Minecraft RTX very bad lag and W,A,S,D controls are late to respond

The issue
I am having an issue where Minecraft RTX lags very bad and when I try moving around using W, A, S, D it takes 2 seconds for it to move. It also happened where if I try moving forward or backward it glitches and keeps walking forward or backward and won't stop when I am not touching anything. I have tried using "ESC" to go back to the menu but that took 10 seconds for it to open up.
How it starts
This issue happens the moment I enter the game. There is no specific way the issue starts.
What I expected
I expected it to move when I do W, A, S, D and to run smoothly with no lags.
What I got
Instead, I had to wait 2 seconds for my character to move and the game lag was very bad with the ping way under 30.
What I have also observed in the issue
It has also happened where whenever I start moving it does not stop. Either it takes 5 seconds to stop when I let go of W or D or it keeps going and won't stop without me touching anything. I have also realized when I get out of the game and come to the main screen, the whole main screen starts to lag also. There is also no error message when the issue occurs.
What I tried to resolve the issue
I have tried exiting Minecraft and rejoining but that did not work. That is the only thing I did to try to resolve and as I do not know any more ways to fix it.
