In Java, we can make decorations with that mechanic but in Bedrock, it's impossible to do. I add images from Java Edition to show what I mean.
This also affects the lantern, soul lantern, and soul torch.
Steps to Reproduce:
Place an end rod
Attempt to place a torch on top of the end rod
Observed Results:
Torches cannot be placed on top of end rods.
Expected Results:
Torches should be able to be placed on top of end rods.
