PVP does not work on worlds on realms owned by me, although with the SAME settings when my friend created a world we could PVP on it.

Friendly Fire is what enables players to hit each other. It needs to be on for PvP.
Another possibility is that your friend is joining your worlds as a visitor. They need to be member or operator level to interact.
If checking these settings does not resolve the issue, it would be helpful if you could provide a copy of an affect world.
