[MCPE-106796] Particle render distance setting is gone after the new update

The particle render distance setting is no longer available after the 1.16.100 update.

Steps to Reproduce:

Go to Settings > Video
Scroll down to the bottom

Observed Results:
The particle render distance setting is not available.

Expected Results:
The particle render distance setting should be available.

This setting is still missing in 1.21.51 Hotfix. Can confirm.
