Workaround
Use
[media]. Since this is a resource pack it will not impact earning achievements in your world.
The fix for MCPE-85593 in 1.16.100 has reverted in 1.16.200. Raid horns are again obnoxiously loud compared to every other sound.
Steps to reproduce
Trigger a raid while playing with sound on.
Expected results
You can fight the raid using the sound to direct you toward the raiders.
Actual results
You clasp your ears in pain, jump for the volume knob, and get yelled at by family members on the other side of the house.

I have fixed this bug with a resource pack by simply copying the sounds.json and sounds\sound_definitions.json from the sample vanilla resource pack for 1.16.200 on https://www.minecraft.net/en-us/addons. These files in the 1.16.200 pack are exact copies of the files in the 1.16.100 sample vanilla pack.

Apparently the correct .json files were merged in the sample vanilla pack but outdated .json files were merged in the actual vanilla resources included in the 1.16.200 release.

It was so loud that I had to turn down the volume in order to do the Raid.

It is also too loud on the latest model Switch.

It appears to be fixed in 1.16.210.

Everyone, the raid horn has been reduced volume on 1.16.210 now [Mod] GoldenHelmet, do you think its fixed now?

It is fixed, they restored the 1.16.100 raid horn volumes in the 1.16.210 sound_definitions.json. Sorry for the delay in my response.
Updated to community consensus based on comments about reversion on the original report.
