I bought a texture pack called VanillaBDcraft available from the Minecraft Marketplace and I noticed that some stained glass particles were missing. I posted a bug on their website available through this link https://bdcraft.net/community/bug-reports-f3/many-stained-glass-particles-are-missing-t8055.html. After review, an admin concluded that it was a game bug as "the game is responsible for generating the block breaking particles". Weirdly enough, when I remove this texture pack, the glass particles do appear properly.
The affected blocks are: White, Red, Yellow, Lime, Green, Cyan, Blue, Purple, Magenta, Pink stained glass. For some reason, Light Gray, Gray, Black, Brown, Orange and Light Blue stained glass are not affected. The normal glass is also unaffected.

This is exactly what I thought Mettach Kewmnan. I don't think Mojang will be able to do anything about it. What they can do though is confirm that this bug comes from the texture pack itself and not the game.

In vanilla Minecraft the stained glass make matching color breaking particles that are the same shape as the particles made by regular glass. In the resource pack demo attached to this report only the regular glass makes the correct particles. The stained glass either make no particles, or matching color stone breaking particles.
Since the content creator seemed to not be helpful, we asked the Marketplace support team to look at this issue. They found that they were able to reproduce it and they're trying to figure it out now whether the problem is in the game, as the creator told you, or in the resource pack after all. Either way, the issue is going to be handled internally and you can expect it to be fixed at some point. However, since the Marketplace team are internal Mojang staff, we will not be tracking this fix on Mojira bug tracker, so this ticket will remain resolved as Invalid.
I’m not sure why an admin would say that. If something works without the texture pack, but not with the texture pack, 9 times out of 10 it is the texture pack’s fault.
