The redstone has to be pointing to the redstone blocks, for example if you put redstone on top of the lamps, they will light up (as long as the two redstone connections are connected). Also, daylight sensors sense DAYLIGHT.

Here is that same exact circuit again in PE. It's night time, the daylight sensor is set to detect darkness, and yet the lamps don't turn on: http://i.imgur.com/rr73zCZ.png
