[MCPE-114720] Starter Collection missing owned skin

I bought the starter collection but Im missing owned skins. I cant find the Minecraft:Skinpack1 and Villains - Skin pack that came with the starter Collection

Sorry for the ealier resolution. We've confirmed that this is not an account issue, it is a bug and we are tracking it at MCPE-101833.
