Steps to reproduce
Open Minecraft while connected to the internet.
Click on Profile>Edit Character.
Click on the Classic Skins tab.
Click on the Owned drop-down button.
Expected result
All owned skin packs display in the drop-down list immediately, or there is a loading indicator and then all display at once.
Actual result
Only a few skin packs display at first, or possibly none at all. After a long wait and/or scrolling up and down at lot, the displayed list grows longer and eventually shows all owned skin packs.
In the following video demo, it takes about 36 seconds from the time I click "Owned" for the skin pack to show up for the skin I'm already using (IG-11 from the new Star Wars pack):

I'm unsure of the effects version. We have purchased 2 skin packs, classic skins 1 and Preston's merch pack. After that we were able to go to profile in game and select edit character then skins then owned and it would down arrow a list of all owned skins to choose on command. Later in the day we signed up for the free 30 day realms. Once we did that everytime we go to profile and owned skins it doesnt drop the list down to show anything to choose from, ot only allows us to choose realms skins and buy more skins. If we go to the market place it will show all owned skins there but to change that way is super annoying and driving my 6 year old nuts which in turn is driving me nuts as well lol.

I would guess this issue might be due to the skin packs checking the store for updates before they display. If so, that should be stopped. It's enough to check for updates once each time the game loads.
In outside discussion, another moderator suggested two other possible cause of the slow loading: the game might be loading the "Get More" and/or "Realms" skin pack details before the "Owned" skins, or it might be that the code thread that loads the "Owned" packs is not properly prioritized.
In any case, there should at least be some indication that loading is in-progress, with placeholders and loading bars like other parts of the Character Creator and Markeplace.

I want to add an additional comment. While I'm still havu g issues due to Microsoft banning my bank card in the Microsoft store (and claiming it not, yay..) this issue resolved for my after deleting my Mojang Java account. I made a Java account despite being a bed rock user and accidentally told it I was a minor, when I'm infact 28. This would have been fixable if I have a Java game purchase attached to the account, as I could have a "parent" verify my age and then fix my age to the correct one, but as I play bedrock and don't need Java I could not get parental access to fix.
After a significant amount of back and worth with verious help requests for 5 months or more, some one responded to my ticket about the age thing and I asked them to delete the account when I found out I didn't need it anyways since I'm a bedrock user. Now, I on my own put two and two together be ause I noticed most people with this skins issue have a minor using realms, which requires parental consent. As a result, the kid might have gotten into realms with out with out the consent but the skins are missing (even with consent). It's a fairly commonality in all these complaints.
Anyways, despite the Mojang employee being determined that the Java accounts don't affect bedrock at all, deleting the Java account associated with my email fixed the bug I had with my skins in Bedrock.
I do want to point out that in addition to this, it says when you make a Mojang that if you use the email you normally log into Minecraft with, it links all content. It apparently links a whole lot more than Microsoft and Mojang thought, or, it links as much as they thought but they themselves do not understand the bugs that came with it and don't know how to identify and fix them.
So anyways, I highly suggest Mojang look into that issue and see if it's a case of minors in Realms not getting the full permissions to use store skins despite parental consent.

@Kimber Fischer: thank you for sharing your experience with this. However, I am certain this bug has nothing to do with Java accounts or Realms access or minor settings in the Microsoft account, because I can easily reproduce the bug despite having none of those complications. When I first open the "Owned" tab, I see 4 skin packs, about 40 seconds later it loads a few more, and within a few minutes it loads the rest. Sometimes it seems to load them in faster if I scroll up and down or click on one of the ads to open the marketplace and then come back. It also seems to work a lot better with full-screen mode turned off in video settings. So it seems to be mainly a UI bug.

For me 30 minutes and still no dice.
I’m extremely frustrated by this. I just created two new skin packs and installed them myself properly on my iPad. In the com.mojang skin packs folder. Coded properly. I’ve been sitting here after tapping “Owned” and only one of the two packs is there. The smaller one with only 17 skins in it. The loading bars have been showing for 30 minutes now. 30! What else could cause them to not load? It is coded exactly like the other pack. It is a larger pack of 59 though. Is that why? Is there some limit to the number of skins allowed in a pack?
Also, the many, many packs I have purchased from the marketplace never load all of them either whenever I play and I can never find a skin I want in a timely manner. I have over 21 packs, and after 3 minutes from tapping “Owned”, the same 5 packs are the only ones showing. But new unpurchased ones have no problem loading at all! They load with lightning speed. But I can’t see all the ones I purchased. Nor my own installed pack.
I waited to submit this to get actual times. Now after 10 more minutes I have 21 purchased packs showing. But when I backed out, then go back into edit character just now, only 5 are there. I have to wait again. The others are loading about 1 every 60 seconds. So far there are only 14 showing after 5 more minutes. So the purchased ones eventually load, but it takes far, far too long. Now it has been 9 minutes and I only have 19 showing.
However, my personal large pack never loaded either time. Loading bars just keep rolling endlessly.
(iPad mini 4 with latest OS as of today’s date.)

Certain owned Marketplace items do not show up, such as the Minecraft Earth skin (both the pack containing the skin, and the skin itself) as well as any Character Creator items that were obtained from Minecraft Earth.
Examples:
Any of the items rewarded for the "collect 5 different [insert passive mob here]" goals (Bold Rabbit Jersey, Cluck Shirt, etc.)
The Hero's items (Hero's Top, etc.)
While I have not unlocked any seasonal Minecraft Earth Character Creator items (Cluckshroom Hood, etc.) I'd assume the same issue might affect them as well, so it's worth looking at 'em too.
Do note that while on the Bedrock Edition of Minecraft these items aren't visible at all, they are visible in the Character Creator menu as normal in Minecraft Earth.*
*Not the Minecraft Earth skin, though, it's missing in Minecraft Earth as well.

I do not know if is the exact same thing as you, but I can load my custom skin and see it on my screen, however what bothers me is that for other people I only appear as Steve or Alex despite not choosing those skins(I play on the Xbox one). How many others are experiencing this issue?
I can see other players custom skins and while I expect to load in as steve or Alex on a server because of the lagg and traffic there, it happens even on my own world with just one other person.

@Heather Shadelight: the issue with Minecraft Earth items was tracked at MCPE-105320, which is now reported to be fixed.
@Brandon Molina: this report is about skins not being listed in the skin selection area. It has nothing to do with how they appear within a world. The reason others cannot see your skin is most likely that they have “Only Allow Trusted Skins” set in their profile. See MCPE-78206.

I have the same issue certain skins don't show up in the owned tab, which includes for me "MINECON 2016 skin pack", "MINECON Earth 2017 skin pack" and "Mini Game Masters skin pack".
I am able to access skins of the "MINECON Earth 2017 skin pack" and "Mini Game Masters skin pack" through marketplace, but I am unable to equip/view "MINECON 2016 skin pack" even though I downloaded the pack when it released. When I click equip it just shows a default skin steve.

After all this time this problem has only gotten worse, not better. Now my purchased skin packs from the marketplace don’t show at all no matter how long I wait to let them load. I have well over 30 packs that I have purchased and I can’t wear a single skin from them for months now. I do see the custom packs I created and added to game library. Additionally, when I select a new skin from the Realms Plus options available to me or my custom packs, no one else on the realm sees that my skin changed. When I pause the game it shows that the skin I equipped is on my player, but others don’t see it even after waiting a good 15 minutes. They do not have “Only Allow Trusted Skins” checked, and besides - they can’t see trusted skins from your realms packs either, and those are trusted. So it wouldn’t show any skin from those that I purchased anyway even if they did load, but they don’t.
Why is it taking so long to resolve something that involves our real money? Not getting what we paid for is a serious issue. I find it very strange that it never has a problem loading the skin packs that I have not purchased, as if it wants me to buy more and only shows me what I don’t own. What I purchased never load to be viewed.

You can fix it by uninstalling minecraft and reinstalling it

I’m having this problem with the skins for the nightmare before christmas. Everything will show but I apparently got no skins

I'm having this issue again after the last update. All my characters are generic Sally even after a skin is selected, or aren't there at all/grey. Been logged in and active for over and hour, restarted the game three times earlier, and even updated/restarted comp

I'm still experiencing this issue on 1.19.2. Weirdly enough, even after I wait and the rest of my skins load (~30 seconds), when I play on Windows 10 I am always missing the "Battle and Beasts 2" pack which was mentioned being buggy in MCPE-138467. I only have access to Battle and Beasts 2 on my Switch version - all other packs eventually load (barring the Switch-exclusive Mario pack) and the rest are unaffected.

For me skins are not loading at all. I've tried to wait more than 15 minutes. No success.

Still an issue in the latest version, the only two skin packs that aren't loading for me are Blockheads, and the Villains skin pack.

I spent as many skins pack skins are not displayed skins, this is happening to me since 1.18 do not load even if you wait an hour, the only way I have seen to fix it in the short term and is uninstalling the game and reinstall it but even so the problem will return in a few days
I'm also having this issue with 21 of my purchases and have been attempting to get help for 3 months from both Microsoft and Minecraft and everyones dodging the bullet. I'm about to reverse all transactions with my bank
