[MCPE-116048] You can't place weeping vines down

Summary:
You cannot place down weeping vines! I have tried in both Creative and Survival modes with random tick speed 0.

Steps to Reproduce:
1. Grab some weeping vines
2. Attempt to place it down

Observed Results:
You cannot place down weeping vines.

Expected Results:
You can place down weeping vines.
