Some blocks should not be placed on the lightning rod

This bug report is a parity issue with Java.

Summary:
In the Java version, the following blocks cannot be placed on the lightning rod, but on bedrock, you can. 

Affected blocks: (I seem to have added everything, but if I missed something - write in the comments)

  • Torch (all kinds of torches, only from the side. On top of the java they install) 1

  • Snow layer

  • Buttons 2, 3

  • Lever arm 2, 3

  • Coral 2

  • Scaffolding

  • Bell 2, 3

  • Rails

  • Tripwire hook 1

  • Repeater

  • Comparator

  • Redstone dust

  • Doors

  • Fire

  • Pointed dripstone

  • Twisting vines

  • Vine 1

  • Glow Lichen 1

  • Ladder 1

  • Amethyst Cluster 2, 3

  • Small Amethyst Buds, Medium Amethyst Buds, Large Amethyst Buds 2, 3

  • Big dripleaf

  • Hanging Roots 3

  • Weeping Vines 3

Note:

1 - Placed only on the side.
2 - Can also be placed sideways.
3 - Placed at the bottom.

Steps to Reproduce:

  1. Place the lightning rod.

  2. Place down the blocks mentioned here on the lightning rod

Observed Results:

The blocks can be placed

Expected Results:

Blocks should not be placed on the lightning rod.
