Can't enchant fishing rod

I am using an LG-L90 OPTIMUS and for some reason I can not enchant my fishing rod (I can enchant other things though). On my laptop and tablet however (I have v. 12.3 of the windows 10 beta and v. 12.1 on my tablet) I can enchant my fishing rod on those versions. So just to be clear I can't enchant my fishing rod on the 0.13.0 build 5 beta but I can enchant on version 0.12.3 on Minecraft Windows 10 Beta

NOTE: I searched to see if there was anything reported for this bug. There was not so if this is a duplicate sorry
