When using /tp, you can't make a mob or player look directly up or down with the "facing" component.
How to reproduce:
Run this command: "/tp @s ~~~ facing ~100".
Expectation: When the teleport is a success, you are suppose to be looking directly upwards.
Observation: There is a massive, awkward rotation offset.

The command to check this would be /tp @s ~ ~ ~ facing ~ ~100 ~
rather than what's in this report too
