Daylight sensors put out a different strength of signal based on the time of day. The only time a inverted sensor produces no power is about noon, other than that it will produce a signal that slowly gets stronger till night when it is at its strongest then at dusk it slowly weakens. To get the results you desire, separate the sensor and the lamp by about 5 blocks and connect them with dust.
A lamp will produce light when it is powered even to a level of 1.
